Study On The Management Function Of Z Town Government In The Adjustment Of Industrial Structure

The township industry not only has an important position in the total rural economy,but also has achieved good results in the total national industrial and agricultural economy.The township industry plays the main role in absorbing the surplus labor force in the countryside,and has become an important power source and growth point for the rapid growth of the national economy.It has become an inseparable part of China's economic development.Industrial structure adjustment and optimization and upgrading is an important factor for the sustained and rapid development of China since the reform and opening up,and an important link for the sustained and healthy development of China's economy.Industrial structure adjustment is the key link of sustainable economic development in our country.Because of the imperfect market mechanism,the necessity of government participating in industrial structure adjustment and the innovation of government mechanism are determined.This article introduces the concepts of industry,industrial structure,government management theory,government functions and objectives from the basic concepts and theories,discusses the theoretical basis for the adjustment of the government's industrial structure,and states.The objectives and functions of provincial,municipal,county and township governments in the adjustment of industrial structure,and the case of Z town,starting with planning functions,coordination functions,service functions,etc..This paper analyzes the problems existing in the management function of Z town government in promoting industrial structure adjustment.This paper systematically analyzes that the management function is not working well due to the unclear target of industrial adjustment,the working mechanism of industrial management,and the internal organization.Finally,how to strengthen the implementation of government management function is expounded from the aspects of clarifying the target of industrial structure adjustment,innovating management mechanism and optimizing internal organization.
