Interregionalism owns its appearance to the development of regionalism and globalization. It has clear evidence both theoretically and practically. Theoretically, we can explain interregionalism by three approaches: inside-out, outside-in and systematic approach. As for the dynamics, interregionalism is driven by the logic of balancing, the logic of complex interdependence and the socio-culture factor. As for the function, interregionalism is expected to achieve goals like balancing, institution-building, rationalizing, agenda-setting and collective identity-building. To sum up, interregionalism will play a key role in the global governance because it will be the critical layer of inter-regional relation (a terminology deriving from international relation) .As a typical case of interregionalism, ASEM is a strategic-planning result of both EU and East Asia countries. Generally speaking, balancing of power against the U.S. and the economic mutual benefit are the two major motivation. There're five layers of cooperative institution in ASEM, which help to realize three functions (political, economic, socio-culture). After 15 years of development, ASEM expand its membership to 43 nation states (not limited to East Asia area) .Through close observation of ASEM and analysis of interregionalism, it is quite reasonable for us to believe that interregionalism now is a stable layer of this multilayer world. We can expect interregional relations to get rid of the title of"second-best choice"and become the core constituent of the new world order. Nevertheless, up to now, there's no possible time table for the establishment of new world order because of many maintained sovereignty-related conflicts and disputes between/among nation states. The prevalence of multilateralism is a virtual precondition.
