In order to defend the justice, the principle of universal jurisdiction appeared. It empower a country has jurisditon over the matter without any connections. However, there is no treaty to govern it, although a lot of countries has regulations on it in their domestic law. It has become the item of the United Nations general assembly since 2009. So It is meaningful to have study on this matter.The article is divided into four parts. The first section explores the basic problem of universal jurisdiction, including the concept of universal jurisdiction and its character. The second part is to discuss the scope of universal jurisdiction through the analysis on the international cases which have important influence over the world, and to explore the conflict between universal jurisdiction and the traditional international law. In recent years, how to administer upon Somali pirates is caused to the world's attention. Countries realize that cooperation is very important on this matter. It is way to avoid the conflicts which are caused between universal jurisdiction and the rules of tradition international law. The third part analizes domestic legislation. They will have a direct impact on the development of universal jurisdiction. The fourth part is based on the attitude of China, mainly analyses the challenges and explores effective countermeasures.
