Power tends to corrupt and absolute power corrupts absolutely, which is thousands of years the truth has been proven countless times. From things in nature, to prevent abuse, we must design a system to restrict the unlimited expansion of power. To restriction of power to reflect the effectiveness of supervision and empirical research, not only the process of building socialist democracy and the rule of law inherent needs, but also building a socialist harmonious society important task to be solved.
