Military Medical Research Ethics

Based on the needs of military medicine, military medical research is inevitablyrequisite to be tested both directly and indirectly on the libra of human morality, which isdecided by its military necessity and its medical and moral characteristics. In the process ofconducting so, the reform of the ethnics has been stimulated, thus making the ethnics itselfmore adaptive to what is needed during the development of the research. On the other hand,the effects led by the standard guiding the ethnics has enabled the research to be in theservice of national defending needs that is on a trail leading to morality.Till now, with the increasingly rapid pace of the new military reform, swingeingimpacts originated from the newly emergence of military medical research have beengenerated in the fields of ethnics and morality. Faced with new problems attracted by thisneonatal subject, rules should be made accordingly to guide our practice from the angle ofethnics. On the condition of that, this article, with its exploring spirit, is intended to dealwith confused issues that may appear during the researching process.There are all together four parts in the article.The first part deals with the explanation and clarification of the ethnics in militarymedical research. Started with the concept of what the research really is, it tries to make itclear the relationship between military medical research and the forms of war, meanwhilepositioning the importance of medical research in military fields, which is based on suchthree aspects as strategic ground, scientific research expansion and managerial creativity.The second part is about the relationship between war and the development of theethnics in military medical research. Through not only the summary of the research duringof the age in cold and heat weapons and the time of mechanization and informationizationbut also the corresponding comparisons between the oriental and occidental ethnics, thisarticle is trying to illustrate the past and present of the development in the military andmedical ideas of PLA(People's LiberationArmy) by the historical variation of medical research and ethnical ideas. Through which,the article has also listed the distinctive ideas about the ethnics in scientific research duringthe Agrarian Reform, War of Resistance Against Japan, Chinese People's War of Liberationand the time after the establishment of PRC(People's Republic of China).The third part serves as the body of this article mainly to tell us the contemporarystate of military and medical research. Started with the concept and characteristics ofcontemporary wars which are led by the problems during military medical research, it has analyzed the significance of the research from five aspects below, namely, practicaldemands, moral protection, requirements for development, the normalization ofinternational rules and the revolution of the new military affairs. Based on that, the way itformed as ethnics in military medical research has also been discussed according to itsconfidentiality, intricacy, dependency, modernity and dualism, thus analyzing ethnically inthe layer of application. Specifically, it first analyzes the controversial issues in humanbody experiment and puts forward ethnical evaluation and the principles of it after fullycomprehension of relative rules and standards. It then explains the detailed procedure inwhich the ethnical problems appeared during military medical research. It also performsanalysis about the research of bio-chemical weapons and animal experimental morality.The last part is about the establishment of the rules and standards of military medicalresearch. After former debate, it's the very purpose and standpoint of this article to reach anethnical standard that is comparatively extensively accepted. This article has given suchfour fundamental principles as fairness and justice, sincere coordination, the globalconsciousness and caring about information. It has also provided several guide lines asrespecting human rights and life, focusing on practice and being rigorous and careful.What's more, ethnical regulations of creativity, dedication, being selfless and keepingsecrets are also involved. In the very end, aimed directly at ethnical principles and theapplication of its standards, the article raises three ways of ethnical supervision as systemicsurveillance, social examination and self-integrity in order to efficiently put those ethnicalstandards into practice.
