Xinjiang has been an inalienable part of Chinese territory since ancient times.Located in China's northwestern border, Xinjiang had suffered aggression of foreignforces for many times in history. After the peaceful liberation of Xinjiang, somediehards of the Kuomingtang launched a series of armed rebellion by taking advantageof the instability of new government. Some minority leaders, such as Othman Yulbarsthe Jani wood Khan, Wu Lazi worship, Secretary Dick, Warri, Bulun Jia Fu, HarryBurke, SA Lux, Hu sain, Rochelle Friedman, etc., with the support of the separatistsand foreign forces, bewitched and coerced a large number of people who did not knowthe truth, setting off a large-scale rebellion. It not only seriously threatened the newgovernment but also disdurbed the normal production and life of the masses. XinjiangPeople's Liberation Army, under the leadership of the Chinese People's LiberationArmy headquarters and the Northwest Bureau, rapidly established the headquartersobliterating bandits, by taking the policy of "military and political and destroy ask andcarrot". Through a combination of military encirclement and political propaganda, with the strong support of all ethnic groups in Xinjiang, Xinjiang People's LiberationArmy quickly quelled the rebellion and restored the social order, providing a stablesocial environment for Xinjiang's economic construction and social development. The paper is divided into five parts:The first part introduces the situation where banditry was rampant in Xinjiang inearly period of the foundation of people's Republic of China. The banditry was veryrampant in Xinjiang in early period of the foundation of people's Republic of China, which was mainly caused by the rebellion of some of the Kuomintang uprising soldiers, the rebellion of the minority leader of and the rebellion launched by spy, hidden amongthe people, who were engaged in counterrevolutionary activities. The second part analyzes the reason why banditry was rampant in Xinjiang inearly period of the foundation of people's Republic of China. The banditry in Xinjiang was mainly caused by the reactionary rule in Xinjiang launched by the Kuomintang, which brought about the dissatisfaction of the masses of all nationalities. In addition, after the peaceful liberation of Xinjiang, part of the Kuomintang army put up a lastditch resistance and some minority leader, with the support of ethnic separatism andforeign anti-China forces, instigated some herders who didn't know the truth to launchrebellion. The third section gives a detailed introduction to the process of Xinjiang People'sLiberation Army's counterinsurgency. Under the direction of the Chinese People'sLiberation Army headquarters and the Northwest Bureau, Xinjiang Military Bureau setup a headquarters for counterinsurgency, and rationally allocated military forces andmaterial resources in the different phases of counterinsurgency struggle. Because therebels fled, Xinjiang People's Liberation Army hunted down the escaped bandit fromthe three provincial capitals and northern Tibet and ultimately achieved the completevictory of the counterinsurgency struggle.Part four analyzes and summarizes the causes and experience of thecounterinsurgency struggle's victory. During the course of quelling the banditry, thearmy performed the policy of "both military and political, destroy ask and carrot" bycombination of military encirclement and political propaganda, strict implementationof the party's national policy to strive for the strong support of the masses, to ensurethat the struggle can be carried out smoothly, providing a fundamental guarantee forthe victory of the counterinsurgency struggle.
