On Approaches To The Construction Of Network Ethics

The extensive use of network informational techniques and service in society has greatly influenced and changed traditional social structure and human being's life styles and thinking styles. Our human society is facing an acute and profound revolution of informational techniques. At the same time, with the building and development of information highway, there comes a totally new social organization, that is network society, which greatly differs from human being's realistic society. Network is founded on the informational techniques and has greatly enriched and widened human realistic life on space and time. The network society has become the main active field of informational era and the born place of new ideas.However, when network bring us great convenience, it has also produced a series of ethical problems of network, such as computer crime, computer hackers, computer virus, the invasion of privacy and intellectual property, and so on. It has challenged the traditional morality seriously. At the beginning of this paper, the author defined the concept of network ethics, and pointed the generality of ethic problems of network and necessity and urgency of solving these problems. The first part of this paper briefly outlined the forms of manifestation of these problems, and analyzed their root reasons form the respects of technical root reason, theoretical root reason, realistic reason and subjective reason. The second part focused on the basic principles of network ethical construction and the network subject. On the basis of the predecessors'achievements, the author summarized four basic principles of ethical construction of network, which are the principle of the whole people, the principle of compatibility, the principle of reciprocity and the principle of freedom. And then went on to investigate the network subject that is the subject of network society on the level of ethics, pointed the essential status of network subject in the ethical construction of network. The third part, from the practical perceptive, explored the approaches to the construction of network ethics including enhancing individual autonomy and the social supervision of public opinion, enhancing the legislation of network, enhancing the cultivation of network ethical consciousness, enhancing the technical supervision and control of network, and enhancing the international cooperation of network ethical construction.
