The Research On The Governance Of Chaoyang County In The Early Qin Dynasty

Based on the existing documents, this thesis will re-display the governing situation of Chaoyang County in Guangdong Province in the early Qing dynasty. Chaoyang has always been a big county in the east of Guangdong Province. It has broad region, large population and prosperous economy. However, Chaoyang is also famous for difficult governance because of its complicated geographical conditions, valiant folkway and local powerful tyrants. In this article, the writer detailedly discribes the managerial situation of Chaoyang County in the early Qing dynasty such as military acivity, army garrison, suppression of bandits, tax collection, handling of lawsuits, crackdown of local tyrants, developing culture and education, reorganizing social order and so on. Analyzing all kinds of governance in Chaoyang County, we will conclude the factors which make Chaoyang difficult to govern. These factors contains not only bureaucratic system, power-centralized system, local government system and the defects of government based on the rule of man, but also the social status, economy and culture of Chaoyang County. At the end, the writer will also try to give an objective evaluation of the governance of Chaoyang County in the early Qing dynasty. Those achievements on maitaining public security, social administration, revitalizing economy and developing population by the government of Chaoyang County will also be approved. Meanwhile, this article will certainly expose its rigid management system which had no creation but lockstep of old mode of governing.
