Abstract/Summary:
This dissertation applies the theory of History and Politics comprehensively to study the reason, approach and effect of supervision of the Congress upon Tennessee Valley Authority.The first chapter focuses on the reason why the Congress tried to supervise Tennessee Valley Authority in the age of the New Deal. The traditional research emphasizes the power which the Congress haves. However, power becomes powerful only when people try to use them. So in this chapter, the Writer mainly analyzes the subjective and objective reason why the Congress tries to use its power of supervision. In my opinion, congressional supervision is the continuation of congressional legislation. In order to achieve their own goals, the congressmen use supervision as their approach energetically.The second chapter focuses on the approach of the Congress'supervision, especially the feasible skill of using the power of supervision. The main innovation is that the writer uncovers the fact that the Congress combines the stability of carrying out the law's intention and the flexibility of adapting its thinking to the new conditions. Only upon this basis, the Congress does its duty effectively. In my opinion, through the formal system of congressional supervision, Congress could collect enough information efficiently. At the same time, the ideal of"corporate freedom"is very important in the system of supervision. This idea can keep the efficiency of the organization which is supervised.The third chapter focuses on the result of the Congress'supervision. The main innovation is that except writing the achievements of Tennessee Valley Authority, the writer mainly talks about the impact of the Congress'supervision upon the institutionalization of Tennessee Valley Authority and the process that Tennessee Valley Authority tries to escape the supervision of the Congress. In the democratic system, the congressmen had a lot of opinions. This situation limits the efficiency of supervision because all the opinions have their meaning. The congress has to discuss for a long time to judge which opinion should be adopted.
