Xinjiang Uyghur Autonomous Region is remote minority province located in thenorthwest China. This multi-ethnic environment has formed an educational systemwhich every nationalities use their own language in teaching because of the differencein ethnic cultures, languages and characters. However, national education systemrestricted the development of ethnic minorities to some extent, due to the monolinguallimitation and its information source scarcity. Therefore, the government and PartyCommittee of Xinjiang Uyghur Autonomous Region have proposed the bilingualtalent training goal which aims to educate minority students proficient in their ownlanguage and mandarin Chinese, and have reformed the educational system of ethnicminorities. At present, Xinjiang minority education is making its transition tobilingual education.Teachers are the founders of education, yet the deficiency of bilingual teachersand their low Chinese and bilingual teaching levels are main constraints to the rapiddevelopment of bilingual education in Xinjiang. To solve those problems and topromote balanced development of elementary education, government has adoptedsome actions, such as organization of qualified teachers and education informatization.Successively implementing of national and regional remote education project,Xinjiang elementary education resource pool construction project and Autonomousregion`s education information platform construction project, the applicationenvironment of Xinjiang education information and communication technology (ICT)has built.In this paper, an investigation on ICT application in bilingual primary andsecondary schools in Xinjiang has conducted using methods of literature searching,questionnaire survey and interview. Meanwhile, put forward related suggestions forXinjiang education informatization construction.
