Ecological citizenship is the world citizen that regards achieving human sustainabledevelopment as its elementary object and core concepts, and enjoys the naturalenvironment rights and conscientiously performs duties and obligations, who has goodvirtues in the public and private areas, and surpasses the national bounds of the citizen.Ecological citizens enjoy the basic rights of three aspects: first, in order to maintain theecological citizens enjoying their basic living needs, they have the rights to get the cleanair, fresh water, food and residence which is good for physical and psychological health;second, ecological citizens take part in transforming the natural world with limits and gainthe right to enjoy the basic cultural life; third, ecological citizens have the basic right tolive of protecting themselves from environmental pollution and damages caused byenvironmental disruption. Compared with the rights, ecological citizens pay more attentionto the fulfillment of ecological responsibility. This responsibility is neither an externalforce, nor as an individual aim of "drawing on the advantages and avoiding disadvantages ",but an kind of free action that ecological citizens struggle for mankind's own survival anddevelopment. After understanding and cognition the relationship of the man and naturewhich is not contradictory, they undertake obligations, duties and missions conscientiously.Among them, the ecological citizens'obligations, duties and mission are to restore andmaintain the ecological environment, ecological security and ecological balance.Specifically, ecological citizens must respect life, moderate consumption in the areas ofliving; in the production area, they must achieve the goal of cleaner production, populationcontrol, rational use of resources. There are rich ecological ethics both in the concept ofecological citizenship itself and its ecological responsibility to be fulfilled, which not onlyembody the changes of human identity in the nature, but also reflects the changes of theway and values of human thinking. As the main body of ecological civilizationconstruction, the study of ecological citizens is not only enriched the theory of ecologicalcivilization construction, but also a positive response to it. Based on the ethicsinterpretation of ecological citizens, this article try to alleviate the increasingly seriousecological crisis, which meets the growing environmental movement and riches maturingecological civilization theory and to promote ecological theory and research from theory toreality.
