Facing Sudan red, chemical pan, stones babies, and various terrible criminal cases, all sorts of frightening phenomenon emerging in endlessly today, people are starting to ask horrorlly , why in the modern era, moral status are so low and the law on these long-standing ugly phenomenon are also helpless? Why are the morility and law so weak? Can they promote each other? Do they need the third one to help themselves? The author want to answer these questions by researching karma in the Chinese traditional culture.And the reseach include the karma's show,contents,cause,characteristic and effect,and so on. The author also describe the show of karma among culture of Confucianism,Taoism and Buddhism and system of law and culture. Meanwhile,the author also want to describe the karma's contents and noumenon. The author describe the mythical karma and regular karma,and whose characteristic and formidable. How do the mythical karma and regular karma exist together. The paper also describe the decadence of the karma and the effect nowadays, especially the effect on the criminal law.And it give some opinion in another sight.When we do the research on the people's mind,the legal and cultural system,we can find that the karma law is the substantial foundation for the moral keeping and law running. If there is not the desire and belief to the "virtute is its own reward",the morility will not have its root and the law will not have its authority,the effect of the law will not good. We will find something in the traditional books and systmes to meet the psycholo need for "virtute is its own reward".Of course ,in this "why" era,we do not only want to know what karma is,we also want to know why karma runs like this.We need to know why karma exists.If there is no such ideological trend,the karma will be considered as methods just for governing people, which will lose its authority and effet on keeping social order in this scientific era. The author describe "why the karma is karma" through the science and buddhistic. And the paper does a contrast with the west godhead "karma",when the research on the characteristic is on.At last,I hope people will pay attention to the karma's effect on rebuild of cultural and legal system.
