This paper is based on the basic-level organization system in grass-roots society in Qing Dynasty (17-18century) and has made a research on crime and deviant behavior control mode at that time. In order to make this subject clear, this paper is constructed with the theory of social control, and has elaborated it from institutional aspects of crime control in grass-roots society. This paper is divided into five chapters:The first chapter presents the characteristics of grass-roots society in Qing dynasty and the historical evolution of grass-roots organizations. From the angle of sociology, the author analyzes the basic social structure is complex and encapsulated; The second chapter elaborates Bao-jia system in the early Qing dynasty, the form of Bao-jia organization, and the duties of it. The author has analyzed the duties of Bao-jia organization which includes maintaining social order and preventing social crime; In the third chapter the author has studied the development of Xiang-yue organization; In the fourth chapter the author has studied crime control measures for the family; In Chapter 5 the author has made a judgment of crime control system in grass-roots society at this period, and pointed that the positive aspect of crime control system could enlighten the crime prevention in society today, namely constructing social policing system, advocate social morality and establishing community correctional system.
