Knowledge innovation and technological advancement is important more and more to economic growth, therefore, talents, especially high-level talents is becoming a focus of international competition. In this regard, reinvigorating China with talented people is launched as national strategy. High-level medical personnel is core competencies to promote the development of the hospital, a key to win initiative in the increasingly fierce competition. Therefore, it is secret weapon to gather comprehensive advantages of the powerful intellectual resources, promote the development of medical and health services, and enhance the innovation level that strengthening the training of high-level medical personnel and creating a favorable environment for excellent talents emerging as soon as possible.The background and purpose of the study is described firstly in the paper, the relevant conceptions are defined on talent, high-level personnel, high-level medical personnel and training of high-level medical personnel. Human capital theory, new growth theory, hierarchy of needs theory and theory of career management is theoretical foundation of study on training of high-level medical personnel, new requirements, high standard and multi-target are put forward on training of medical personnel for transformation of medical model, change of relationship between doctors and patients and complex of medical science development, the urgency and necessity of training of high-level medical personnel is analysized, moreover, personnel training of Affiliated Hospital of Nantong University is chosen as a case to study, current situation of its talents is analysized, then the existing problems are proposed on its training of high-level medical personnel, in addition, the reasons of the problems are analysized. Attention has been paid to the problems, after that, achievements are made. At the same time, "dual system" training model, "order-type" training model, job rotation training mode, action learning training mode and other training models offer reference, the initial ideas for construction of high-level medical personnel training system are suggested, in terms of policy, program content, the specific path, mechanisms, effect assessment and other aspects. The research is hoped to play a certain reference on training of high-level medical personnel.
