The Analysis Of Local Governments' Policy Options In Improving The Rural Medical Security System

China is a big agricultural country, so the modernization of agriculture is the key to China's modernization. The farmers'living conditions and health status, as the main pursuit of rural modernization in China, is the level of China's modernization process and an important landmark. Rural medical insurance system is important for the realization of the right to medical care for rural residents, and promotion of the construction and development of rural society, and promotion of the sustained and healthy development of practical significance. Establish and improve the rural medical insurance system can not only improve the health of rural residents, but also narrow the gap between urban and rural. As a social welfare, however, the level of implementation of rural health care in our country is too low. Therefore, our country should speed up implementation of rural medical insurance system. It is worth noting that if our local government administrative functions are strong enough, the local government's policy decision can play a crucial role in the process of improving the medical insurance system.In this paper, I discuss the question of how to improve the rural health protection system from the perspective of local government functions, discus the rural health care case of Jingjiang, and the methods we have taken are document analysis, proposed functions of specific local government, rational funding and distribution of health resources, adoption of commercial and other appropriate policy recommendations.
