Like the foundation of a building, primary health care is always relatively devoid of the medical care system in China. Without a steady foundation, even though the building has good structures above the ground, it is still ramshackle. Only if primary health care system, the foundation in the building of the medical care system, creates a good environment for primary health care, there are more and more clinicians being willing to work in primary health care system and offering the service to the public. Due to the progress of the medical policy reform in recent years and the attention paid to the primary health care, this paper offers some informations for the framework of primary health care in the future after the survey of the clinicians' background and the state of physical and mental health in close area where the primary health care is practiced wellPurposes:Make a survey of the current situation of primary health care institutes in close area and the clinicians' state of physical and mental health; offer some relative informations and different ideas to the domestic primary health care environment in the future and clinicians and arouse people's care and understanding of primary physicians.Means:In order to obtain a high recovery rate and authenticity, with the assistance of local union of physicians, this survey adopts SCL-90 scale and the method of postal delivery with a stamp enclosed. Since the respondents are local primary clinicians, the scope of survey is confined to a county. And then recover the data and compare them with SCL-90 norms in domestic. If all of the factors are apparently abnormal, test them with SPSS 13.0. If not, compare the different variables by average overall scores of masculine one in SCL-90.Results:236 of the 300 questionnaires given out are returned, among which 28 pieces are invalid and 208 are valid ones. The recovery rate is 79%, availability 69%; compared with domestic norm, all factor points are less than domestic norms.Conclusions:The clinicians in primary health care system in Yunlin county of Taiwan tend to be aging and the majority of them are male. However, most of them are positive and willing to help other people. Their quality of life and income are better than the average person's, so that their marriage and family are stable. Therefore, their social status are relatively higher. Aparting from the longer working time,more appointed patients and the unsatisfied cooperation of medical insurance, the quality of the health care is entirely stable; the medical resource is spread out evenly; the medical environment is fine and the physicians have good habits to exercise and different recreations.
