As the totem of mordern medicine, medical technology is a double-edged sword. It has brought both glaring splendor and freezing shadow to mordern medicine. So it must be controlled by some mechanism. Fortunately, the generation and development of Medical Technology Assessment seems promising. In recent years, China's Ministry of Health promulgated the "Management Approach to Clinical Application of Medical Technology" to manage medical technology by classification and level and ordered five organizations to examine the third level medical technology, which filled the gap of this field and became a milestone in China. However, the development of Medical Technology Assessment in China is relatively short and it is a new field, so the contents, object, method, further-assessment, especially the value model of assessment all need to be considered. At the same time, the assessment focus is shifting from technology itself to health-related quality of life internationally, so Medical Technology Assessment is lag behind the need of medical technology development in China.Research Objective:to explor deeply the problems and deficiencies in medical technology assessment in China by theoretical and empirical deliberation and by these efforts to bring up a good idea in order to to perfect the medical technology assessment and promote scientificity and standardization in health policy-making in China.Research methods:(1) contrast annalysis of literatures including clinical medicine, preclinical medicine, preventive medicine, evidence-Bbased medicine, bioethics, health economics, science communication; (2) deeply Interview doctors, managers, patients and their families; (3) practice survey of laboratories and hospitals; (4) observational method: invite experts from Ethics Committee of Experts of Shandong Province for a assessment-drill.Results:(1) object and cycle of assessment is not so complete at present in China; (2)the value model of assessment needs to be integrated and the process needs specified; (3) subjects of medical technology assessment in China could be classified and trained further; (4) there is complementary point between clinical practice and medical technology assessment; (5) the communication of assessment results and further-assessment should be strengthened.Conclusions:(1) medical technology assessment based on health-related quality of life has special significance on medical technology itself, technological subject and technological object, so this assessment philosophy has great vitality; (2) both high-technology and appropriate technology should be valued; both individual group health-related quality of life should be improved; (3) Medical Ethics Committee of different grades can carry out Corresponding assessment of medical technology of different levels, so as to the training of assessment staffs; (4) combining of doctors'edical records and medical technology assessment based on health-related quality of life could promote the comprehensiveness and entire journey of assessment; (5) creating database of medical technology assessment based on health-related quality of life can help the communication and popularization of assessment results.
