Food is people's sky, and land is food's base. The land plays an importantrole in the development of human society. However, in recent years, with the rapiddevelopment of human society, the people on the earth began a large-scale plunderingto use the resource of the earth, and the destructed land area is growing bigerand biger, at the same time,the reclamation work for the destructed land does notsync to follow up, a large number of damaged land area has not been received timelyand effectively reclamation, or the reclamation's quality did't meet the qualityrequirements. if such situation maitain for a long time, the human society 'senvironmental quality, food security, social stability and so are all will be seriouslythreated. Though, the people of the world must pay attention to the land reclamationcareer, and strengthen the monitoring of the quality of land reclamation, make thereclamation work really useful. to protect the land, and the environment, this paper isto explore how to promote the development of China's land reclamation career on theinstitutional system.In addition to the introduction this research is divided into five parts, Chapter I:the importance to strengthen land reclamation supervision. Mainly includes threeaspects: First, the particularity of land, mainly to define the definition of land and landof the essence; Second, the importance of land reclamation, defining the meaning ofland reclamation, land reclamation standards and land reclamation significance;3tostrengthen land reclamation supervision and include: the concept of land reclamationsupervision regulatory, the main principles of land reclamation supervision and landreclamation supervision's importance. Chapter II: the government is duty-bound tostrengthen land reclamation supervision. Mainly from two aspects: First, theGovernment to strengthen land reclamation supervision should be probability: First,the importance of land institution and the balance of rights.second,the need forGovernment to strengthen land reclamation supervision: market failure, governmentfailure, land and land use's unique aspects. Chapter III:the development, currentsituation and existence problem of China's land reclamation supervision system. Mainly discusses:first, the development process of our country's land reclamationsystem: the spontaneous organization stage, initial stage, developing stage oflegislation.second, China's current land reclamation supervision system, mainlyinclude: land reclamation planning and review system, the annual report system, landreclamation fees system quality acceptance system,reward and punishmentsystem.third, existing problems: communication and coordination mechanism is notperfect, qualitative description of the implementation is difficult, acceptance methodsneed to be improved, the rewards and punishment measures of historical and naturaldestruction of abandoned land reclamation is fuzzy. Chapter IV:some developedcountry's land reclamation supervision system and some domestic industrysupervision system:include the United States, Germany, Australia, Canada andmedicine, food industry, financial supervision system, and summarized theiradvantages, disadvantages, areas to improvement. Chapter V:Government tostrengthen land reclamation supervision thinking. Mainly include two aspects:institution and technical.
