This paper reviews the graph theory and linear programming theory of the operations research, system theory, the forest resources and environment management, landscape ecology, and other disciplines related theory, take the network analysis and linear programming for research methods, set Guangzhou and Baiyun district of forest as the research object, based on Guangzhou's topographic map, water system graph, traffic map road map, forest map, fire water supply facilities point and other kinds of information based material, using the ArcGIS and MATLAB as the analysis tools, according to the actual situation of forest fires, combining with the development of forestry information research trends, with effective and optimal layout use of water to ensure forest fire forest resource sustainable development as the concept, this paper puts forward the optimal allocation of water resources of forest fire prevention methods for understanding and provide scientific theory of forest fire reasonable allocation of fire water resources.As for Guangzhou forest fire risk assessment and zoning, the results of the study show that three classes of forest fire risk ranging from low to high were generated, accounted for 29.74%,9.29% and 60.97% respectively. There was an obvious regional difference in the distribution of forest fire risk zones, being higher in the center and south, lower in north. Compared with other areas, the fire risk in inhabitant community and the peripheral areas were much higher.As for Baiyun district forest firewater optimization allocation, the candidate chose from the 13 new water supply facilities point, calculate its service to high fire risk area of Baiyun district, eliminated 6, the water supply facilities point covering high fire risk area ratio has amounted to 89%, basic meet fire needs.New water supply facilities points are mainly distributed in the central study area of low mountains, guided by a reasonable accumulation of channels and dams as water sources for forest fire. Water supply facilities points should be harmonious with the local ecological environment, to medium and small reservoirs based, and building materials should be as close to the acquisition, does not destroy the forest environment. Save water in the rain seasons, to ensure that the forest fire water reserve.
