As the rapid development of trade between China and the United States, the two countries have paid great attention to the risk of dangerous pests spreading through Solid Wood Packing Material (SWPM). In this paper, on the basis of comprehensive collection of the information, the Pest Risk Analysis (PRA) on SWPM was conducted according to Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine and its Implementation Regulation, and relevant principals of Agreement on the Application of Sanitary and Phytosanitary Measures (SPS) of World Trade Organization, and brought forward the related risk management strategies. The main content is as below:1. The information collection of insects on SWPM beween China and the United StatesBased on analyzed the statistics of pests intercepted from USA SWPM in Jiangsu Province from the year of 2007-2009 and pests in exit SWPM of 17 important Solid Wood Packing Processing enterprise in Jiangsu Province 2010, we know the number of pests spreading through SWPM is huge. The invasive pests are insects and nematodes. The number of longhorned beetle, bark beetle and sinoxylonanalelesne are more than the other pests of insects. And finally the thesis confirmed 6 species of pests (include Apriona germari (Hope),Hylotrupes bajulus L. Dendroctonus ponderosae (Hopkins),Ips subelongatus Motschulsky,Hylurgus ligniperda Fabricius,Heterobostrychus aequalis (Waterhouse) with crucial economic importance to China and the United States, and carried out pest risk assessment.2. Dangerous forest insect risk assessmentAccording to the International Standards for Phytosanitary Measures (ISPM) No.11:Pest Risk Analysis for Quarantine Pests, the risk of 6 species of insects is evaluated using the account standard of multiple-objective comprehensive evaluation method in details in five aspects including the geography distribution, probability of introduction, probability of establishment, probability of spread after establishment and consequences after introduction. The result show that those insects have strong spread ability, once one of them introduced and established, may cause devastating disasters. It will seriously threat the forest resources and ecological envirnment security.3. Dangerous forest insect risk managementAccording to the characteristics of pests spreading through SWPM between China and the United States, the thesis proposed the management measures in keeping with the principle of SPS and international standard. The measure is that all of the SWPM used by consignments between China and the United States are required to be treated with disinfection measures to kill pest in order to reduce the risk of introducing probability. In addition, the author put forward an idea of establishing a system of quarantine, monitoring, preventing and controling the forest insects.
