These factors make the traffic of the port and its nearby waters more and more crowded, ship density is larger, the navigation environment is increasingly complex. Corresponds to the probability of ship traffic accidents is also increasing,and the level of navigation risk assessment is a major sign of the level of a national water safety of navigation, and an important symbol of national shipping powers. It is in such a background, more and more experts and scholars studied the navigation risk. On the basics of conducting a comprehensive study and evaluation to the ship navigation environment risk, take effective measures to reduce the risks and improvet the traffic environment.The article combine the actual situation of Dongjiakou Port Entrance Channel, make full use of the mathematical theory and use the qualitative and quantitative combination of evaluation methods to determine the channel risk status, and through the ship maneuvering simulator to validate the test results of mathematical theory.Firstly, analysis of Dongjiakou Port information, statistics in recent years Dongjiakou Port kinds of data;Secondly, through the Shandong maritime bureau, Qingdao maritime bureau and Dongjiakou Port field research, then listen to the experts, the ship pilot, port management advice, determine the main factors and the degree of risk of the safe navigation of ships. on this basis, to determine waters risk assessment system of Dongjiakou Port Entrance Channel, and the applicate the analytic hierarchy process to determine the index weight; Then applicate set pair analysis to evaluat Dongjiakou port channel navigation environment risk, and analyze the evaluation results,and using the ship maneuvering simulator to verificate the set pair analtysis results.
