Infomationization is the trend of the world's economic and social development. Because the complexity of flood control scheduling in Shandong Haihe River Basin and to adjust to the modernization and sustainable development of water conservancy, improve the management decision-making level of flood control and drought mitigation and for the safety of Shandong Haihe River Basin during flood and drought, it is necessary and urgent to make a decision-making system to help the managers to make accurate and applicable decisions as well as the construction of engineering measures.This paper focuses on the design of Flood Control and integrated decision support system in Shandong Haihe River Basin. The overall objectives of this study are:integrated of GIS technology, network technology, database technology, data visualization technologies and other advanced information technology to build an advanced, practical, comprehensive flood control decision support system to provide flood control and electronic maps of flooding, the amount of rain, water data center, daily duty and other functions.This article includes:1. System-level design models, including data platform and application level; 2 Digital maps of Shandong Haihe River Basin, which has the function of calculating, chart plotter, geographic information retrieval, GPS positioning as well as other functions; 3 Rainfall information query and analysis subsystem, which could provide historical, real-time rainfall and other relevant information services, based on the visualization performance of Web GIS; 4 Query of conditions of engineering subsystem of the query, the engineering system include river profiles, dikes, river tributaries, etc.; 5 watershed database platform, which consist of six parts:engineering database, graphics libraries, video libraries, methods libraries and historical floods,6.360-degree panoramic display technology, which breaks the traditional flat picture mode, simulating two-dimensional plan into a real three-dimensional space, This technology provides an effective means for understanding the whole picture and the surrounding water projects; 7 Electronic management of flood control. In this technology, the defensive measures of flooding could be displayed in the GIS system scheduling dynamic map vividly and understandable.
