The smart grid is a new direction of development and transfroment in power system nowadays, for improve the power supply reliability and quality in distribution network, the electrical equipment must be intellectualization and automation. As important equipment in power system control and protect, the performance of circuit breaker is decided primary by the performance of the actuator. Contrast to other actuator, superior dynamic behavior of permanent magnetic actuator adapt to the fast response require of circuit breaker all the more. According to the fundamental research and computational method of permanent magnetic actuator, a kind of new monostable permanent magnetic actuator is designed and optimized, the optimization design organization satisfy the future development of circuit breaker.In this paper, by the analysis of the development present situation of the vacuum circuit breaker for permanent magnetic actuator and the optimization research situation, simultaneously proposed that the thought of optimum design with the genetic algorithm for permanent magnetic actuator. The fundamental research and computational method of the vacuum circuit breaker for the monostable permanent magnetic actuator is researched and analysed. Take the existing circuit breaker as the study object, through the test accuracy of the fundamental research method has confirmed. To improve the switch-on and switch-off speed of circuit breaker and reduce the switching current of permanent magnetic actuator, a kind of new monostable permanent magnetic actuator is designed preliminary.The new permanent magnetic actuator is optimized using the genetic algorithm and establish the mathematical model, at the same time has chosen the appropriate optimized variable and the constraints.the obtained optimized result indicated that the performance of the machanism is improved greatly compared with before the optimization.Finally, the prototype is experimented, analysed and debugged in 12kV outdoor high-voltage AC vacuum circiut breaker, that make technical parameter of circiut breaker for permanent magnetic actuator achieve the specified test standards of IEC, and the circuit breaker has passed the type test in National Mechanical Industry High-Voltage Electrical Products Quality Testing Center(Shen Yang)in October 2011.
