The East-Line Project, an important part of the overall layout of South-North Water Diversion, is the important water infrastructure project to achieve the optimal allocation of water resources, ease the contradiction between water supply and demand along the route, and improve the ecological environment. The project carries water from the Yangtze River near Yangzhou, along the Beijing-Hangzhou Grand Canal to North Shandong and Yellow Sea and Huai Sea plain for the regional water supply. The main goal is to solve the problems of Shandong's urban and industrial water supply along the line, improve the ecological environment and agricultural water supply in Huaibei region, as well as the water supply and demand conditions for the north, add groundwater along the line, relieve the land subsidence, in order to accelerate the economic and social sustainable development. Water quality along the project line will decide the water supply of South-North Water Diversion. Mediated closure of sewage is important and urgent to ensure the water quality in the east line in Shandong to reach Classâ…¢standards in the long run. It also aims to solve the conflict between water shortage and the serious water pollution in Shandong Province, consolidate water diversion with water conservation, pollution control and ecological protection, and therefore, to promote the sustainable development of society, economy and environment in Shandong Province.According to the Pollution Control Plan, water treatment is integrated with the mediated closure of sewage as the supporting project, to drive the treated water back to water treatment facilities, irrigation facilities and disposal facilities and selected segments. Various types of water resource facilities and watershed rehabilitation projects are built to improve water resources treatment and to form a comprehensive pollution control system of "cure, intercept, lead, utilize and conform". Three major projects-clean waterway, water security and water quality improvement- ensure water quality of the supply lines, then control the pollutants within limits, and try to utilize water resources efficiently.Based on the project planning and implementation requirements of the mediated closure of sewage in Lao Wang Fu River, this study carries out an in-depth research on the project design and management of Jin Xiang, investigates the projects relating to water interception, water storage,reclaimed water irrigation in terms of soil and water conservation and environmental protection, and fully developes the feasible and reliable plans.Research is as follows:(1)According to interception requirements and the practical conditions, this study analyzes the water impoundment plan and selects the best from the rubber dam, barrage scheme and sluice culvert program, designs the impoundment structures in line with local conditions and characterized with flexible operation, easy management and endurance. It also explores the reuse of irrigation water, taking into account the drainage needs in flood season, and designs a program for maintenance and reinforcement.(2) This study analyzes the program and proposes a practical construction plan including the construction methods, layout and schedule.(3) According to the characteristics of the main project, it carries out a reserch on soil and water conservation, and designs programs for erosion control and vegetation recovery.(4) It figures out the major impacts on the environment, and plans to protect the environment during construction operation.(5) Combined with the practical features of this project and capital mechanism, this study also dissuses the issues of construction management, implementation, supervision, operation, and observation.
