With the deep development of owner's overall management against the project period of engineering construction, the leaders of the owner especially the foreign-owned enterprises and the state-owned holding enterprises can realize that the safety production management in building construction project guarantees the life safety and healthy of the employee, the completion of the construction project and produces the benefit of the owner.There are a number of risks in the decision and implementation of construction project management, while security surveillance during the construction procedure takes more risk and is influenced by factors. There are many unforeseen disturbances and construction barriers during implementation process due to technical issues, construction, geology, materials. Particularly, huge construction project risk during implementation increases because of interference of many factors such as long construction cycle, broad involved units. Therefore, the State Council Decree No.397 "Safety Production License Regulations" has incorporated construction enterprise as high-risk industries and forced implementation of safety production license system. But owner is the center of construction project overall management. The purpose of owner management is to achieve the investment objectives and expectations of investors, to make the investment within a predefined or acceptable range, to ensure the project function and quality satisfying the design standards after the completion of the project features. Owners are not only the decision maker of construction project but also the implementer. Owners are also the winner of future earnings and main bearer of possible risks. Owner unit can not be equipped with all professionals required by the construction process due to the limit of staff deployment. However, the State Council Decree No.393" Construction Safety Management Regulations" item 7 regulated that construction unit was not allowed to propose requirement for survey, design, implementation, construction supervision that is prohibited by construction safety laws, regulations and compulsory standards requirements, the duration of the contract shall not be compressed. Item 8 enforce construction units in the preparation of engineering estimates, shall determine the construction safe working environment and the cost of construction safety measures. Therefore, owner unit particularly project owner should attach great importance the support provided by professional security institute. For instance, in the construction phase, owner unit should hire qualified agency on site for surveillance. It has been found that such a safety assessment (consulting) mode at this stage can effectively eliminate or reduce the risk and shall be treated as an important means of construction.The agency was trusted by foreign owned real estate commission, on behalf of the owners, I conduct safety inspection on site monthly, and write report, recommend some security issues, and propose some targeted safety measurements after statistical analysis. Monthly safety report provided by security agency is beneficial for the owner particularly for the foreign leaders and also the rectification of construction unit. Site safety supervision units can also propose measures to correct and distribute accurate rectification notices based on monthly security report. It has been found that this model achieved desired purpose, protect the project safety, and implement owner's expectations. Followings are the outline and content of security evaluation. Call for suggestions from professors and experts.
