As international cooperator, A will keep investment and construction in China to according its business strategy, new projects and expansion projects are ready to go. Meanwhile, Company A is very strict with safety and always makes "Zero Injury" as its EHS goal. In most of countries, construction industry is the highest risk job which is the most dangerous in China as well as mine industry. Recently, China has improved a lot in construction safety, but there is still a lot of major fatality accidents happened. It becomes a big challenge for Cooperator A how to solve the safety issue to meet its EHS goal when it is going to keep building more plants in China.First of all, paper explains the researches of owner's role in construction safety, safety culture and describes the theoretic of accidents and safety economics which will help clear on safety investment and safety incomes. All of these principles will give big support on how to solve Cooperator A's challenges. And then a real case that refinery project was invested and built in Guangdong province at 2008 by Cooperator A is referenced, To try to find out the deep root cause of 2 accidents, a detail analysis is conducted on 2 accident of refinery project and focused on safety culture, safety investment, safety training and project safety management. Finally, an improvement scheme is designed bases researches and principles. It is mainly on how to improve the safety culture, construction safety investment of Cooperator A, and one idea is also proposed that Cooperator A should establish a construction safety IT system which will raise the construction management level and improve the project safety situation. Therefore, project investments and safety investments will be reduced and saved by less safety accidents and safety loss.The paper is trying to help Cooperator A to improve the system how to manage construction safety in China and make system works the situation of China, and make "Zero Injury" goal happens. Meanwhile, during study, it shows the role of project owner is very important to make project safer. Finally, a lot of projects of Cooperator A are coming in China, and hope this paper and findings could give some solid helps on how to manage construction safety.
