| Water is a very important resources related closely to human's survival, so people has always paid attention to the urban waterfront seriously. And along with the development of productive forces, the progress of science and technology, the readjustment of industrial structure, the function of the urban waterfront has also been switched gradually in all ages, by life space evolved into industrial production and transportation space. Now, due to the strengthening of environmental protection consciousness and the ascension of waterfront's environment quality, the urban waterfront has ranked into the scarce public landscape resources. And along with the development of urban renewal process, it becomes a hot region for the urban development and construction. The optimized waterfront landscape is valued by more and more people, because of the powerful dominance of the market in resource allocation, more and more excellent waterfront space become a rich man's "private garden", which belonged to the public. The waterfront's redevelopment departure from the public welfare, and no specific regulations to control the disordered construction, the urban waterfront's redevelopment is so worrying.This article make a conclusion that it is pressed for our country to construct an planning control mode according with public interest,which is based on having an overview of the development of urban waterfront evolutionary process,and analyzing of the power of redevelopment and its problems. Moreover, Basing on the analysis of the Theory of space differentiation,the social justice princeples,the Theory of space production and the design ethics concept, the author attempts to construct a basic system f planning control suiting for pulic interest in domestic urban waterfront redevelopment, beside combing with the successful experience of foreign urban waterfront redevelopment cases.The paper mainly builds the hierarchy through three aspects, containing control target,control elements and requirements,and control strategy. It especially stresses that cultural continuity,traffic organization,landuse,capacity of environment and building construction are five keys.Finally,the author take the research results to the redevelopment practice of inovation industry base on north shore of Huangpu river in Shanghai,expecting to conduct subsequent implementation. |
