In recent years, great achievements have been made in road construction, but there is still a large gap in traffic safety compared with the developed countries. So the concept of safety-oriented maintenance is gradually paid more attention. As an important part of the road, arterial highway facility is the symbol of modernization and intellectualized, and its safety-maintenance is an essential measure for road operation and highway safety.Maintenance evaluation plays an important role in decision-making of the road maintenance department, ensuring road safety and reducing traffic accidents. Researches had been undertaken by the relevant road administrations, experts and scholars, and the evaluation indexes and models had been put into use.Traditional data collection method of arterial highway facilities maintenance evaluation mainly relies on manual work. However, this method is with high cost, low effective and high error rate, and can't form an effective maintenance database. With the rapid development of technology, a vehicle-mounted dynamic fast video capture device is used in data collection. Based on the device, developing a common maintenance evaluation system for arterial highway facilities is of great significance in improving the information level.The dissertation firstly introduces the evaluation method of arterial highway facilities maintenance, summarizes the general process to establishing the evaluation index system, and then analyses the system requirements. Based on the requirements, this dissertation makes the overview design and detail design of the system. After that, the evaluation system is developed by C# and Access based on .Net framework. The last part gives a brief summary on the evaluation system and discusses the future improvements directions.
