In recent years, there have been many large- and medium-sized bridge accidents; therefore, the safety of in-service bridges has become a widespread concern. It is of great significance to effectively assess the safety situations of the in-service bridges. The basic theory of non-probabilistic reliability has been introduced in this paper to explore and discuss its application in bridge safety assessment. Typically, there are a series of uncertainty factors during the process of detecting in-service bridges and data collection, the collected data is usually not a fixed value, it fluctuates within a certain range, thus it forms an interval. In the analysis of the structure or components, a large number of sample data is needed for traditional probabilistic methods, however, as a new mathematical theory, only a parameter selection interval is needed for non-probabilistic reliability. The safety situations of the structure or components can be determined through the solutions to non-probabilistic reliability indicators. While analyzing the safety of the in-service bridges through non-probabilistic reliability theory, there are many affecting factors on the safety of bridge structure, through the detailed analysis process combined with actual examples, sensitivity analysis on all affecting factors has been conducted in this paper to simplify the data collection process, thus to make bridge assessment effective and easy.Actual projects (general reinforced concrete bridges) have been taken as examples in this paper, that, to explore and analyze how to use the basic theory of non-probabilistic reliability to conduct safety analysis of in-service bridges provides the safety assessment of in-service bridges with an effective method. In this paper, two examples are employed to conduct sensitivity factors analysis on bridges of different types, thus to carry out a complete and systematic study on safety assessment of simply supported beam bridges by taking use of the methods and steps discussed in this paper and the non-probabilistic reliability theory. As an attempt to introduce non-probabilistic reliability theory into bridge safety assessment, only systematic analysis and study on simple bridge structures have been conducted in this paper, for the safety assessment of complex bridge structures, further research is still needed.
