With the further development of modern railway traction technical, China railway traction locomotive power is more and more big, the speed more and higher, gradually develop along the direction of overloading, high-speed. At the same time, with the adjustment of railway productivity layout, the maintenance and repair of railway locomotive development along the direction of centralization. The new direction of locomotive performance and maintenance greatly improve new request of the quality of railway traction locomotive and train safety maintenance. According to the current railway ministry regulations, the locomotive after repair must pass a load test and then it can input normal use. But the transportation track is busy, with many conditions restricting, made locomotive high-speed test very difficult. Therefore, to design a high power locomotives test device to replace the tradition test have very important significance with relieving railway transportation tension contradiction, shortening the testing time, improving the locomotive turnover efficiency. Especially at present, HXD1, HXD2, HXD3 type high power ac drive locomotive has entered overhaul period, to build high-power railway locomotive vehicle test system is imminent.This paper firstly introduces the background, the application status, the developing trend of locomotive test system. Then according to the test project, analysis the locomotive traction characteristic and braking characteristic, and on the basis of force and power characteristic defines the ideal traction curve and ideal braking curve. And then discusses the test load type and choose the combination load with flywheel of motor, analysis the flywheel characteristics with the effect of locomotive characteristic curve. Then based on experiment test items, locomotive characteristic, difference of 4 kinds test locomotive system give the system design and the electrical design. Finally, give the flywheel engineering design and from the Angle of elastic mechanics give the flywheel stress analysis which is effected by locomotive characteristic curve to prove flywheel reliability.
