As cities become larger,the number of people living in cities soars,and traffic jum becomes serious.With large-scale construction of city tunnels, it becomes more and more, and safety situation of the city tunnels is rather serious, which has attracted wide attention in the society. However, at present, few and immature researches have been done on tunnel structure reliability and the environmental safety of it during the operating period, and these researches are not systemic enough. Therefore, a further study on this field is quite necessary, with the help of the whole society.Based on the above problems, the basic theoretical knowledge of tunnel structure reliability and environmental safety monitoring and evaluation mothod is firstly introduced in this paper. Then, a comprehensive analysis on the structure reliability factors and environmental safety condition factors that influence the the tunnel is done and a monitoring system of tunnel structure reliability and environmental safety condition is designed. A tunnel safety evaluation model, including the structure reliability and environmental safety evaluation model of tunnel in operating period is built based on tunnel monitoring system. Thus, as for the tunnel structure reliability, firstly safety ratings with a single index are evaluated, and then a multi-index comprehensive evaluation model based on the above evaluation result is built. Here, as an integrated score of structure reliability of tunnel, an index digit which contains five digits is inducted. As to environmental safety evaluation of city tunnel in the operating period, the weight of indexes is confirmed using AHP, and finally, a fuzzy comprehensive evaluation model and a extensive evaluation model of environmental safety factors of city tunnel in operating period are built. At last, the above model is applied to evaluate the safety of Yang-Lie interval tunnel city, which is a part of rail transit line I project in Chongqing City, which has achieved a good result. And the evaluation result shows that YangLie interval city tunnel is comparatively good in structure reliability and environmental safety during the operating period.
