| Many airports in western China are above the altitude of 2438 meters, where the weather condition is complex and changeable, and the terrain is very harsh. So it is a prominent issue for all the airlines to ensure a safe and economical operation at the high-altitude airports. The flight dispatch is one of the key factors that guarantee the safety of the flight operations at the high-altitude airport, the current research on the topic at home and abroad is still very limited. In this paper a dispatch decision-making support system for the special high-altitude airport is to be set up, in which the necessary decision support theory and key technologies in this system are studied, including:1. The procedures of flight dispatches for high-altitude airport are summarized drawing on the experience of the flight dispatches and operations at the plateau airport in western China in the southwest branch of Air China, Sichuan airline and Yunnan airline.2. The weather characters and transformation rules of plateau airports are studied by using the meteorology information, combing with the experiences of veteran weather forecasters and dispatchers; moreover, the weather dispatch decision support model of plateau airline is proposed with BP neural network.3. The flight operation costs under abnormal situations in the plateau airline are studied and the operation costs evaluation model of abnormal flights are built according to the safeguards requirements of aircraft, air crew and flight operations based on the ATA's flight direct operation costs model.4. The main frame and the function modules of the software are designed based on the procedures of flight dispatch of the special plateau flights. |
