The position of construction industry in our national economy has become increasingly prominent. But the status of construction safety compared to other developed countries remains grim. Research shows that safety culture can effectively influence security and self-discipline of human from the spiritual realm. It has durability compared with other security management tool. Improving the level of safety culture can improve the quality of personnel for construction. It can reduce the construction accidents casualties in frequency and change security situation of construction enterprises fundamentally. Therefore, safety culture has become a hot spot of domestic and foreign experts and the influence of safety culture has also been increasingly recognized by professionals. The level of corporate safety culture is of great importance to enterprise's core competitiveness and future development.Through research, the paper argues that if enterprises want to achieve a good level of safety culture, they must first recognize that what stage their own level of safety culture status is at, and then the next step is to develop a targeted program to focus the limited resources of the enterprise on the areas which need improvement, to achieve maximum safety goals. The maturity model of safety culture in this paper is established for this situation.Firstly, this paper introduced the use of relevant theory and maturity model of safety culture in two mature areas, especially the use of P-MMM evaluation model in project management and the use of CMM evaluation model in software industry. Learning from these two models and combining the characteristics of safety culture, the paper divided safety culture into five grades and established safety culture maturity model.The five grades include the initial step, the repeatable step, the defined step, the managed step and the optimizing step. Then defining the characteristics of each level and dividing safety culture into two aspects - people and things - which involve three indicators that need assessment. Finally, classifying these indicators into factors which need to be considered and using fuzzy evaluation method to analyze them. This will quantify the level of safety culture in a company, propose ways to improve results and enhance the practicality of maturity assessment model for safety culture.
