The Grid Pattern Of The Maritime Administration Study

Effective control of marine traffic safety has been a subject,to which great attention is paid by researchers. Along with the rapid development of the shipping industry, traditional marine mallagement can not keep in line with it. And the undedying problems of such phenomena lie in the comprehensive coordmation in marine management process, which are presented as follows:first, the dependency of traditional managemt methods is too much; second, lack of initiative, comprehensive and timely supervision has made related governmental depanment passive in fulfilling its duty. As mentioned above, traditional way in marine magement cannot meet the needs in modem maritime affairs. Then, the complement of comprehensive management and the establishment of long-term efficient mechanism arc indispensable in the Port of Shanghai. The thesis holds the view that the application of grid management in marine management can promote greatly the efficiency, based on the survey of the grid management domestic and abroad,and combination of the analysis of current condition of marine management in ShangHai. So the paper introduces the advanced grid management thought into marine management,and builds a grid management system.The specific contents are as follows:the first part introduces readers the crrent situation of research and application as well as the background of grid management in megalopolis; secondly, the contents refers to the theory and theological support of grid management; in the third parts,the paper sums up present problems of the marine management system,then the feasibility and superiorly of grid management application in the marine management field are proved by the results of theoretical study,And introduces the grid management model in maritime, theory. Its functions and characteristics will be discussed.Finally, the marine management system of Huangpu River (in Shanghai) during the World Expo is researched for demonstrating the superiority of grid management.
