The topic of this paper is to design a power meter system for the more and more request of the energy measurement. It is a trend to build an intelligent network with the smart meters in future. This paper designs a new type of integrated smart terminal solution. It makes system more flexibile, more open to meet the demand for power monitoring.This paper uses the ARM platform which is running as the hardware. The software system is realized base on the ARM-Linux. The MCU communicate with ATT7022b chip through SPI interface. The communication protocol is DL/T 645-2007 protocol stack which is designed for multi-function power meter communication. In this paper, the architecture and protocol software of wireless network are expatiated, and the protocol conversion gateway and protocol testing are also described.In this paper, the network interconnection between smart meter and gateway are analyzed. The method of TD-SCDMA communication mode used in the power monitoring system is researched. It includes the designing of resource scheduling, and in detail describes the weighted TFC selection algorithm in TD-SCDMA system. Simulation shows that the method is correct and practical.
