| With the opening and reform policy, the establishment of socialist market economy and the compensated use of land, urban construction in our country has been developing rapidly. The city size in many cities is expanding dramatically with the acceleration of urbanization and this also boosts the development and construction of new district. Meanwhile, old district is also under development and transformation in an unprecedented speed. There are different problems in the development control of new district and old district. And at present in China, the development control, which takes control detailed planning as core, has a series of problems and lacks of pertinence, this paper studies on new and old district differentially, and it's undoubtedly of great importance to explore appropriate development control method for new and old district.This paper is based on the study of new and old district of PingLiang city. It first reviews and summarizes the relevant theory and practice at home and abroad of development control. In terms of planning and formation, research is conducted from two aspects: control differentiation research of land use and development intensity in old and new district. Control differentiation research of land use in old and new district in PingLiang, which starts from the current situation of land use and is problem-oriented, analyzes the different problems facing by land use in old district and new district and discuss the feasible control method in old and new district from the angle of planning of land use, division of plot and configuration of public utilities. Control differentiation research of development intensity in old and new district, which starts from the analysis of current situation and influencing factor of development intensity and is problem-oriented, analyzes the different problems facing by these two parts, and then confirm that the value of development intensity in old and new district is not a constant value but an interval. Therefore, it also discusses the proper control method based on the upper bound and lower bound of control differentiation research.The last part of the paper puts forward some improvement suggestions on development control of old and new district of PingLiang city, which includes the perfection of the hierarchy of development control characterizing the regulatory integration– regulatory control method, dynamic management mechanism of old and new district in PingLiang city and the thought of management mechanism focusing on transferrable land development right system. This paper also hopes to provide some reference for the improvement and system construction of the development control of old and new district of PingLiang city. |
