| Petrochemical industry is one of the core industries in the national economy. It has important affect on the entire economy. Chemical logistics in the petrochemical industry includes the transportation of raw materials and products. It is important for the survival and the development of the Petrochemical industry. Rail transport in all modes of transport is of energy efficiency, safety and environmental protection features. The containerized transportation in railway is the main focus in railway cargo transportation. Along with the development of railway construction and dedicated railway for cargo transportation, the capacity will be released in railway transport, accordingly the containerized railway transportation will be developed sharply, among it the specialized railway container transportation will be booming. In chemical logistic application, the future direction is the development of the railway tank container. It is a 20-foot stainless steel frame tank container. It comes up with the world advanced level from the production, working environment and the technical indicators. There will be a bright future for this kind of new 20-foot rail tank in the domestic and international transportation. In this paper, it discusses the market segmentation for this new style rail tank, based on the characteristics of the tank itself and rail transportation market, as well as the development trend of rail transportation in China. It also analyses the competitiveness of this new rail tank therewith establishes the supply-demand model of this new rail tank. Meanwhile, this paper studies the relative efficiency evaluation for this new rail tank therewith the comprehensive evaluation system, also includes its quantitative risk analysis through the specific company examples, combined with the actual characteristics between the three types of transportation, such as the railway, highway, waterway. It provides a new way to analyze the economic indicators for fore-mentioned three modes upon the syndicated evaluation of the raw data.
