Researches On The HSE Management System In Mingshang City International Community Construction Project

Mingshang City International Community , located in the High-tech Industrial Development Zone, could be found in the north of Lutai Road, the west of Xiwu Road, and the South of Lanyan Road. The total area of the Community is about 23 million square meters, and the construction area is about 60 million square meters. The project is an integrated facility for hotel, SOHO office, apartment, business and entertainment. This form of project is just emerging in China and the Mingshang City International Community is the first one in the central part of Shandong province. It is believed that the construction of this Community will be of great significance for the economic development and the promotion of urban factions. At the same time, the safety management play a very important role for such a great project.The present paper will take an example of the HSE management system of Mingshang International Community construction project to do a further research on the management of the construction enterprises. And the in-depth study is designed to improve the construction business technology and the management effectiveness. HSE management is the health, safety and environment management for short. The purpose of the HSE management is to implement comprehensive project management and to lower the possible risks of health, safety and environment. The purpose is both the object of the HSE management itself and the demand of the scientific development concept. However, the above definition of the HSE management system is in the traditional sense which is for the management of contracted parties. With the continuous development of socio-economic level and the continuous improvement of people's living standards, people are demanding for a higher quality of life. However, comparing to the western countries, it is still not mature and rational enough. There is a big gap of health and safety investment comparing to western countries, especially in the construction industry. As an important pillar of our national economy, construction industry has the characteristics of labor-intensive, higher risk and frequent accidents. According to the National Bureau of Statistics survey data, the total number of migrant workers reached to 230 million in late 2009, among which more than half the number are from the construction industry. Those migrant workers always work overload in the poor working conditions, sometimes even in the environment filled with a variety of risk factors and toxic substances. In the long run, it is bound to give them a huge threat to their health. In response to this situation, the scholars have focused on the research of protecting the migrant workers from the threats of poor health and safety. Thereby, it will also promote the development of the construction industry: on one hand increasing the economic benefits, on the other making good social and environmental benefits.The present paper will use the methods of literature analysis and practical survey. The books and articles will be selected home and abroad with the help of internet searching. At the same time, Mingshang City international community will be researched as an example to establish the study on HSE management system, including implementation of operation, effectiveness of HSE management system, and the solutions to improve the system.Possible innovations and difficulties in this dissertation:Since the HSE management system in the construction industry of China was established comparatively late with lower levels, it is difficult to collect data in the process of conducting empirical analysis. At present, the management of construction enterprises in China is still in development stage. There might be difficulties in collecting related data. But a variety of statistical yearbooks and data released by the government is plentiful. And plus with the relevant newspapers and magazines, basically speaking ,there will be no big influence on research and analysis from the deficiency of data. Even though there is not a more consistent and generally accepted method for determining the parameters on the research of safety in construction project, the theoretical research in this area has been driven to maturity stage. Therefore, this study has some theoretical basis. The major innovation of the present dissertation is the integration of HSE management and the people-oriented idea, which could lead to a specific safety management culture in China.
