Study On Maintenance Management And Decision-Making Of Rural Road

Rural road network is an important part in China of building a new socialist countryside. In 2003,the Ministry of Transportation proposed the "fix rural roads, services urbanization, so that peasant brothers embark on asphalt and cement road," the goal of building across the country set off a wave of construction of rural roads. With the rapid increase of rural road mileage, maintenance and management of the increasingly onerous task, advance the construction of rural roads there have been some diseases, such as not timely and effective management and conservation, will result in a huge upfront investment waste, thereby affecting the rural economy and society development. How scientific objective of the rural road maintenance management evaluation, maintenance and management of specific problems and to formulate conservation and management science program, has become the management of rural roads need to address an important issue.In this paper, traffic engineering, systems engineering, management, economics and other theories as a guide, to meet rural development needs of road maintenance management evaluation for the purpose of extensive research, scientific analysis, based on close integration of rural road maintenance management practice, through systematic study, obtained the following results:(1) The use of Hall three-dimensional theory, considering the impact of rural road maintenance and management of daily maintenance, technical condition, maintenance, construction, safe flow and other factors, analysis of the management of rural road maintenance management elements and technical elements.(3) Forecast model by determining the type, gray prediction model analyzed, built to adapt to the rural road gray pavement performance prediction model.(3) Conservation and management of evaluation results and predicted results as a conservation decision-making model should be taken into account, the rural road maintenance policy proposed ranking method and a 0-1 decision making, and through benefit analysis of various conservation programs, build a conservation and management decision-making model and decision tree based on the optimization of maintenance management program.This study is conducive to all levels of government management of rural road maintenance to conduct a comprehensive, objective analyze, scientific decision-making, in favor of rural road maintenance and management of sustainable development. In addition to the management of road maintenance in rural areas of guiding significance, will be on the management of rural road maintenance to provide a reference, expected to produce good social and economic benefits.
