With the development of china's power industry, it is a practicable mode of data transfered from centralized controller or meter to electricity sales management system by portable electric power meter reading terminal that fits the development situation of automatic meter reading system in China. Currently there are still many problems in electric meter reading terminal such as stability, expandability. In this dissertation, through making comprehensive use of embedded technology, communication technology, Object-Oriented technology and low power optimization method, a portable power meter reading terminal has been designed, which offers the technical foundation for the rapid development of automatic meter reading system.Firstly, the present conditions of research and development of powe meter reading system and its key techniques are analyzed. On the basis of actual requirements of power meter reading terminal, the scheme of meter reading terminal based on ARM processor is constructed. Then, as the communication rate of USB official driver and firmware is slow, a tansfer control protocol based on hardware is proposed in this dissertation, which increases the speed of USB communication. For the disadvantages of the graphic component such as simple function, lack of structural and high cost in current industrial equipment, a solution of light weight embedded GUI based on OOPC is presented and applied to the power meter reading terminal. In the end, based on the analysis of the constitution and design techniques of IC power consumption, the specific low power policy for power meter reading terminal is proposed, which significantly reduces system power consumption in test.Through field debugging and testing, the portable power meter reading terminal works well, achieving the expected function and performance requirements. This terminal has won the contract of purchasing tender of Jiangsu Electric Power Company, and got a massive application in Jiangsu Province.
