Solid waste pollution is one of the main type of pollution in China.,and itis increasingly serious.Solid waste pollution not only cause serious pollutionto the environment, but also waste a lot of resources. This article specificallydiscusses the solid waste problem from legal point, designed for solid wasteprocessing mode of looking for more economical, effective treatment mode. Inthis paper, the structure consists of four chapters, the discussion on theseissues.Chapter ⅠThis part describes our current solid waste recycling. The paperdescribes the stock status of solid waste, changes and the introduction ofhanding.The problems in the current solid waste processing are analyzed. Solidwaste handling industry as an effective means of disposal, the currentdevelopment in China decline in the pace of development,has been lagging farbehind economic development.Chapter IIT h e r e ' s c r i t i c i s m o f C h i n e s e c u r r e n t s o l i d w a s t e m a n a g e m e n tand legislative status quo. Solid waste management has many shortcomingsand inadequacies of the solid waste management in terms of authority,supervision and management, communication and coordination. There areinadequacies in the relevant legislation, legislative defects of the solid wastemainly in poor operational system incomplete, the lack of rigid specifications, and not placed enough emphasis on recycling and other aspects. Theseproblems are not conducive to environmental protection hindered thedevelopment of circular economy.Chapter ⅢThis part introduces the legal system and legislative evolution of thedeveloped countries. Developed countries in the solid waste disposal, solidwaste separation and recovery system, extended producer responsibility, depositsystem,environmental tax system, these systems have achieved good results. Inthe legislative model,the developed countries has experienced three changesFrom the pollution control to attach importance to the source of governance,and then to emphasize the concept of circular economy. Developed system andThe legislative process, the experience of revelation to us, the formulation ofsolid waste disposal system and related corporal punishment be learned.Chapter ⅣThe improvement of the legal system of solid waste disposal to putforward their own ideas. Described from two aspects, one is the allocation ofresponsibilities were the responsibility of governments, producers, public issuesare discussed; on the other hand, perfecting legislation, mainly through theimprovement of the basic law of the solid waste and special legislation toestablish a sound legal systems.
