Mineral resources are material base of the survival and development of human-beings. Mineralindustry, as one of the basic industries of the national economy system, is becoming more and moresignificant. Since the reform and opening-up, our national economy and industrialization areincreasingly developing, and the disparity between economic development and mineral industry isbecoming progressively outstanding. The support capability of mineral resources for steadydevelopment of economy is required to be enhanced. The study of the mining rights transfer systemis significant for promoting the support capability of mineral resources. Therefore, perfecting themining rights transfer system, improving the utilization of mineral resources, and maintainsustainable development of mineral industry becoming a significant study.In this paper, the method of normative analysis is adopted to define the concept, the features,as well as the legal property of mining right; to explore the significance and value of the miningrights transfer. The purpose is to understand mining rights and the mining rights transfer theorycompletely and systematically. Then, this paper analyzes some problems of mining rights transfersystem in present times; explores the reasons of these problems; and proposes some suggestions ofcompleting the mining rights transfer system. As last, this paper makes a conclusion and anexpectation of the development of relevant systems. This paper combines the theory and practice ofmining rights transfer and makes a rational and scientific analysis in order to supply better legalenvironment of exploitation and utilization of mining resources, and promote steady and sustainabledevelopment of mining economy.
