Study On The Reality And Problems Of Cleaner Production Audit In Guangdong Province

Cleaner production is a product program which applies "prevention priority" as guidelineand announces resource decline. At the same time, by applying the cleaner production project,the combination of economic, environment and the social benefit can be achieved. This isgoal to increase the rate of multipurpose utilization of resources and decrease the productionand release of pollution. Cleaner production is known as the best model for the pollutioncontrolling program and it is the necessary method to achieve the sustainable development forindustrial manufactures all over the world. This report is based on checking the previousresearches, inspecting and practicing the real situation to analyse the reality and problems ofthe cleaner production in Guangdong which applied cleaner production in the reality early inChina. Moreover, it introduces the auditing process and unique feature of cleaner productionin Guangdong. Specifically, all the arguments are supported by the practicing case. In order todeal with the existing problems, this report suggests some strategies and recommendations.This can be used to enhance the requirement of cleaner production during the '12th five-year'period and offer theoretical references and measures to develop the work of saving energy anddecreasing carbon release and build the society becoming a resources saving and environmentfriendly community. By doing the research, the main understanding can be achieved:(1) Cleaner production is more closed to one part of circular economy. Furthermore, themicro-industrial biology theory is a high level of the development of cleaner production.(2) Cleaner production audit is based on the discipline of 'where-why-how' to give amethodology in eight aspects. To compare the auditing process in domestic and overseas,some important points can be got. Specifically, the auditing process in China combines thejudgment of minimize pollution in America, the main points of the auditing process inHolland and U.N. and the experiences in the practice in China. The auditing process whichexpresses a Chinese characteristic has been built. It is divided into two parts. The first partincludes four stages, from planning and organization to scheme generation and screening. Thesecond includes three stages, from the feasibility analysis to sustain cleaner production.(3) Pushing the cleaner production and developing audit process, Guangdong provinceexists seven outstanding problems. Among all the problems, the lack of awareness of thecleaner production among industrial companies, no practice in sustainable development, insufficiency in government's investment and the third level of incomplete managementseverely restricts the full development of cleaner production in Guangdong. Moreover, thelack of judgments for auditing process and the fees for experts`consultation is the commonissues in the auditing process and the problems which have to solve.(4) According to the cleaner production audit acceptance method in Guangdong Provinceand the cleaner production audit program with local characteristics, and using practice ofproject-a beer packaging Limited cleaner production case in Guangdong Province, andcombing with the common problems of cleaner production audit, further explained mainproblems in cleaner production in Guangdong Province, also explained the real efficientreturn in enterprises obtained through the implementation of cleaner production program.These are all described that cleaner production can help the enterprise to realize the"win-win" between economic benefits and environmental benefits.(5) The better measures to solve main problems in cleaner production is to improveenterprise ideological awareness and to strengthen supervision management, to solve thefunding problem. These have a certain reference value to other provinces in the practice ofclean production.
