This article based on theregistration process and internal mechanism, analyzed CDM project ofenterprise's potential value and implementation, as well as give some suggestionof our government.At first, this article analyzed the whole CDM project systematically, thenfound out the important factors of this process. And in accordance with the keyfactors, it established game model of investor for foreign and domesticenterprise. And then it concluded the main factor that the probability ofregistration can decide the enthusiasm of enterprise and investor.For the internal complexity of CDM and many complex factor that cannotdirectly express in digital form, So this article use analytic hierarchy process toanalyze. After that it use satty expert scoring method, concluded the top eightfactors. There are the change of international system, the ability of thedevelopment of domestic consultant enterprise, the supporting of domesticregistration, EU quota quantity, transaction costs, actual national emission,regional employment change and alternative for fossil energy.The main job of this article is established the game model of CDM'sparticipants. Then based on the result of game model, make an AHP model. Thisarticle wishes give some theoretical guidance.
