With the sustainable and rapid development of ecnomic in recent years, the utilization of basic mineral resources has increased year by year,which results in a high possibility of domestic production safety accidents. The security situation is still grim. Mineral resource is the important material base that the mankind depends on for existence and development.Since the reform and opening-up, collective mining industry and individual mining industry emerge and develop rapidly. A large number of small and medium sized open pit quarries are widely distributed in china, most of which have obsolete equipments, not strict management and backward technologies so that the security situation is not optimistic. They Inevitably result in a large number of mineral resources waste and damage and deterioration of the environment, even cause the mining ownership disputes and social environmental turbulence. Therefore, state departments attach great importance to safety supervision of small and medium-sized open-pit quarry. Since the establishment of administration of production safety in2006,it has supervised and managed coal and non coal industry for years.It is effective for the government's functional departments at all levels to strengthen production safety supervision and to implement regional intensive management means towards small and medium-sized open-pit quarries.Aiming at the safety situation investigation and countermeasure research of the regional integration of small and medium-sized open-pit quarries, it is very important to further ease the relatively severe safety situation.Aiming at the practical situation of the regional integration of small and medium-sized open-pit quarries,this project has investigated deeply and detailedly over open-pit quarries in Wuhan region,then reveals the hazard in stallations and hidden dangers, and systematically analyzes the safety status, safety assessment on open-pit quarries, and discusses how to improve the safety status of open-pit quarry.In the end,this paper advances a proposal for corresponding safety countermeasures.Survey is the most important in this project.Through on-the-spot survey a number of open-pit quarries to obtain first-hand information.It applied the theory of hazard installations to recognize the inherent,potential,dynamic and common hazard installations.Applying human-machine, environment technology, management and supervision to determine the major risk factors open-pit quarries would revealed the safety status in Wuhan region.At the present stage of our country, the majority of small open pit quarries for hillside quarry,the annual production scale is5-10million tons.The limits of mining the general inadequacy is0.01KM2.The largest mining quarry for general is20-50meters, generally not more than60meters. As a result of mining right permission mining realm, stope topography slope is steeper than the original, so if the bench mining, transport machinery road difficulty level between layout, technology is often not feasible, stope using artificial transportation, between steps required multiple transporters, economy is obviously unreasonable. Small quarries using multi step exploitation of natural conditions, difficult to promote. Still have most of the quarry continued to use the floor cut caving and springing blast mining, prone to accidents. In addition, the majority of the quarry is still" one side slope mining," no safe drilling platform for long time, workers in the slope safety rope, safety belt, walking inconvenience, easy falling accident.For the results of the survey,apply the theory of safety system engineering to analyze that why hazard installations are formed and the accidents were eaused,set up a system of the theory of accident causation and units of safety evaluation set values that factor of evaluation may take,finally that evaluate the status with two kinds of methods. And according to the actual situation and features,try to improve on risk assessment method on working conditions and fuzzy comprehensive evaluation method, guide us what to do next in the light of local conditions.Finally,the ultimate goal of this project is to advance the safety eountermeasures and to make decisions according to the results of the evaluation.The effective analysis has been from the essence,the mining of technology,enterprise management,supervision of a government and other aspects using the theory of hazard installations and combine with the actual local conditions.The progressive measures shows that the selected open-pit quarries have been prospective effects and the safety status rose significantly.So will expect that improve the safety status of open-pit quarries in Whhan region,and has consult value to their sustainable and safety development.
