The pollution of the environment is becoming worse and causes much public concern. The public participation in environmental protection activity is an important approach to solve environmental problem, and this approach has been accepted by all countries. The public needed to be well-organized so that they could be represent their interests, and their influence will come to fore, since the force of the spontaneous action of individual involved in environmental protection is very limited. This study fristly analyzed the present situation of public participation involved in environmental protection in China and abroad, especially Australian community participation model. Based on the study on the present situation of China, a new model of public participation for environmental protection-Community Consultation Group (abbreviated as CCG) was designed, tring to provide an effective way in China for public participation in environmental protection, thus improving the enthusiasm of public participation.This article elaborates the connotation of CCG, system construction, function, operation mode. The practice research of Yapu CCG was carried out in Yapu village, and analyzed for the operation situation of Yapu village pilot project. This research included the process of setting up Yapu CCG with farmers as the main body and the investigation conducted by CCG on the environmental problems in Yapu Village. Through data processing and analysis, CCG compiled a manual about public participation in the environmental pollution control, and then CCG extended the manual to the villager and made the exhibition to the public. In the manual, the problems of domestic garbage, rural domestic sewage, agricultural nonpoint source and aquaculture pollution in Yapu Village were clearly described so that the public could understand that their activity may negatively impact the environment. It is showed that 95% of the villagers have a positive attitude to the pattern of CCG, and affirm the project implementation effect. The CCG provides an objective route for the public participation in environmental protection. The practice of the project confirmed the validity and feasibility of CCG. The pattern of CCG is positive in improving the procedure and method of public participation and raising the public awareness of environmental protection.
