A Research On The Validity Of The Prepared Plans Responding To The Natural Disasters In China

At all times, natural disasters like earthquake, typhoon, debris flow etc have been a harm to human society. It allways cause loss of life and property at varying degrees. China is a country which suffered many detriments and harassment of natural disasters in its history. And have been experienced kinds of disasters in recent years. It's obvious that it's important and urgent to strengthen the disaster management. Therefore, after SARS in2003, our government carried out the emergency management work positively, established and inmroved the emergency management system and promulgated the emergency laws and regulations in order to deal with the occurrence of natural disasters. Moreover, the government also have drawn up kind of prepared plans which caused positive effect in recent years'emergency management practice.However,it should be realized, due to various factors, these prepared plans are deficient in drafting process or implementation phase and can't fully play their effectiveness,which will largly influence the result of the emergency management work.Therefore, this paper summarizes the definition, function, establish principles and components through the theoretical analysis firstly. Though probeing into the actual situationof our country, analyse the validity of our natural disasters prepared plans and point out the advantages and disadvantages of our prepared plans. Then, Based on above research and conclusion.this paper analyse the other factors which influnce the validity of natural disasters prepared plans from system, mechanism and law. From the above, Improvement on the effectiveness of natural disasters emergency plan is very important to practical management. Finally, this article proposes several advices for promoting the Validity of the Prepared Plans Responding to the Natural Disasters in China.
