From the year 2010, the price of cotton keeps huge fluctuation, which gives a bad impact on our cotton mills. China as a country famous of its biggest cost of cotton, the cotton imports keep continuously increasing, and in order to ensure the quality of imported, maintain the lawful rights of cotton traders, the work of cotton inspection shoulders heavy responsibilities. Meanwhile, cotton as the raw material of textile production, its quality directly affects the sequence of textile processing. The appearance of the large capacity, fast detection device -HVI, speeds up the development of the industry of cotton inspection, also, on the basis of saving manpower and material resources, which improves the level of the quality detection of cotton in the quality controlling system.From 2003 the first nationwide HVI comparison test organized, through the ability of authentication activities between the quality control systems every year, the cotton inspection level keeps continuous developing. Based on the limitations of the authentication activities, this article put forward a new evaluation system, the specific content and main results are as follows:1,Combined with the ability of authentication activities in 2008, the article points out the main shortages of Z score. Though selecting different references, such as the median and the mean value, we can find the impacts to the results; At the same time, it can be observed that Z score only gives a ability evaluation on the single index, while the ranking order of Z score for different index often varies greatly.2,Explore a new statistical model—combined the grey clustering with the uncertainty analysis, and test the applicability in the cotton HVI authentication system. Through the organization of the third HVI comparison test in 2010, this article uses the grey clustering method, taking the 14 laboratories as the clustering object, he 5 indexes as the clustering index, divides the lab into good, general two parts. Meanwhile, this article uses the uncertainty evaluation to analyze the data of the lab with general ability, to look for the system of random factors in order to guide the lab lor a further correction. The experimental result showed that the new evaluation model completely suitable for the cotton HVI authentication system.3,Based on the new evaluation model, this article puts forward a more comprehensive instructions for this ability of authentication activities. Combined with the third HVI comparison test in 2010. from the sample preparation, distribution to gathering the reports, and at last by using the method of grey clustering analysis, gets a comprehensive analysis of the participants'ability, which gives a reliable reference within the authentication system for future.
