Coal is the important foundation energy and raw materials in China, it occupies an important strategic position in national economy. Implementing environmental impact assessment is one of the important measures to promote the sustainable development of coal industry.Project environmental impact assessment plays a positive role for slowing and controling the environmental impact of coal mining. But it can not effectively solve the large scope, long-term, accumulated and overlapping environmental impact in coal mining area. Developing scientific and reasonable mining planning and planning environmental impact assessment is a basic method of solving these problems. However, the strategic environmental assessment is not mature in the theories,technologies and methods at present. Thus, exploring more advanced environmental technology will become a new issue for environmental researchersIn this paper, we choosed coal mining area as the research object, developmented a VGIS system which combined VR (Virtual Reality) technology with GIS system loosely, and studied the dynamic simulation of diffusion process of atmospheric pollutants in the coal mining area by the VGIS system, and taken the JinDong coal base yangquan mining area for empirical research。The study finally achieved the temporal, dynamical and visual simulation of diffusion process of atmospheric pollutants. The results are as follows:(1) The thesis pointed out the development process of coal base and its environmental response using geography, resources and system dynamics theories. And, CALPUFF was picked out as diffusion forecast model of air pollutions based on the characteristics of coal mining area and the advantages and disadvantages of many pollution diffusion model.(2) A VGIS system was developed using Microsoft Visual studio.net and Embedded GIS components of ArcGIS Engine for the atmospheric environmental impact assessment of coal mining area plan.This system can demonstrat, inquiry, simulate the information of environmental air pollution diffusion and data output.(3) This paper took the overall planning of Yangquan coal mining area as an example, stutyed the pollution diffusion process of S02, NO2 and PM10. The results showed:diffirent diffusion conditions leads to diffirent pollutants contribution concentration and distribution range; the pollutants concentration of one site is contributed by several pollution sources, reflect the joint influence of pollution sources; a large region is effected by environmental air pollution except the Yangquan mining area.The study realized that the environmental air quality response of Coal base development is imitated dynamically, environmental air quality and conditions are described realistically and intuitively, pollutant dispersion effect can be understood distinctly by various crowd, and finnaly the accuracy and efficiency of air impact prediction and assessment are improved. The study enriched the strategic environmental assessment methodology, and more provide scientific basis for optimizing coal base development planning and promoting the development of coal base healthily.
