With the rapid development of economy, the accidents of water environmental pollution occurr in high frequency, especially the paroxysmal water pollution accidents which are hugely destructive and uncertainty. Pollutants not only deteriorate water quality, but also seriously influence the stability of the society and economy, and bring great harm to the water ecological environment. Therefore, the establishment of emergency warning system for water environmental pollution is necessary.Firstly, the current situation of the research and application of the water quality evaluation and water quality prediction model were introduced in the emergency warning system. Water quality assessment method was discussed, such as water quality index method, single factor water quality identification index, and comprehensive water quality identification index. The comprehensive water quality identification index method was improved. The improved comprehensive water quality identification index method which combined entropy weight was introduced, and was used in the practical application.Secondly, the thought of finite difference was introduced, and the six-point implicit difference method was used to discretize the water quality equation of one-dimensional mathematical models. Then the pollution simulating results were evaluated by single factor water quality identification index method. Finally the GIS technology was employed to realize the real-time dynamical and visual expression of the evaluated results, and then it could intuitively show the pollution situations of different sections at different times through the chart of pollution concentration distribution. Moreover, an item of three enterprises which contained hazards enterprises, emitters enterprises and dangerous chemicals enterprises was analyzed by statistical analysis method to obtain the general situation of different enterprises.Finally, according to the relevant case about emergency treatment methods and the information of pollutants, useful information was extracted by data mining technology, and then combined with the practical situation of the pollution accident to automatically generate the pollution accident emergency report, it could provide assistant decision support for policymakers. The system can manage the the pollution accident emergency cases, and recreate simulation of the cases.
